Louisiana State Senate 2013 Session- SB 41-50

I am going to be giving a quick 2-3 (sometimes more for more interesting bills) sentence summary of each of the Louisiana State House and Senate 2013 Bills. I will be doing about 10 an entry and a few entries a day until I get caught up. Once I am caught up, I will cover new bills as they are filed. This entry covers Senate Bills 41-50
Senate Bill 41 (SB41)- (Kotselka) This proposed constitutional amendment would make the state superintendent of education a position which can not be appointed only elected and require the superintendent to be an elected one by January 2016.
Senate Bill 42 (SB42)- (Morrell) Increases the number of members for the board of the New Orleans Regional Business Park and modifies the required composition of the board- if this bill becomes law then the board will be replaced according to the new requirements. Reduces terms of the board members from three to two years. Addresses how the board will fill vacancies, how to establish a quorum and how board members may be removed.
Senate Bill 43 (SB43)- (White) The criminal law about manufacturing and possessing bombs without a proper license has an article number listed for the law on licensing that is no longer current. This would correct that reference.
Senate Bill 44 (SB44)- (Nevers) Would allow the city of Bogalusa to levy a provider fee on hospitals in the city the proceeds from which would go into a fund to cover the costs of medicaid in the city.
Senate Bill 45 (SB45)- (Dorsey-Colomb) Merges four Louisiana Technical College Campuses (Baton Rouge, Folkes, Jumonville Memorial, and Westside) into the Baton Rouge Community College and lays out a system for the merger.
Senate Bill 46 (SB46)- (Dorsey-Colomb) Requires 100% payment of insurance premiums for retired East Baton Rouge Parish clerk of court office employees who meet the following criteria: are entitled to receive monthly benefits from the LA Clerks’ of Court Retirement and Relief Fund, have at least 12 years of service, and are at least 55 years of age
Senate Bill 47 (SB47)- (Morrell) Changes the composition of the Sewerage and Water Board of New Orleans. Reduces board terms from 9 to 4 years and limits a member to two consecutive terms. Changes a quorum from 7 to 5 members of the board. This law would have to be approved by the voters of New Orleans to go into effect.
Senate Bill 48 (SB48)- (Allain) Allows Iberia Parish to enter into a contract with the Board of Commissioners of the Port of Iberia to manage and operate the Acadiana Regional Airport and Le Maire Memorial Airport. Also eliminates the six member Iberia Parish Airport Authority.
Senate Bill 49 (SB49)- (Lafleur) During probation, if an individual’s probation is revoked due to the commission of or conviction for another crime, this law sets forth the time a hearing is required to happen within. In the case that the new crime is a felony, a hearing must occur within 60 days. For a misdemeanor, 45 days.
Senate Bill 50 (SB50)- (Erdey) Creates the Juban Crossing Economic Development District and requires certain tax revenue in Livingston Parish to go into that fund which shall be used for the district’s infrastructure.
