Louisiana State House 2013 Session – HB 283-292

I am going to be giving a quick 2-3 (sometimes more for more interesting bills) sentence summary of each of the Louisiana State House and Senate 2013 Bills. I will be doing about 10 an entry and a few entries a day until I get caught up. Once I am caught up, I will cover new bills as they are filed. This entry covers House Bills 283-292.
House Bill 283 (HB283)– (Leger) Extends income tax credits for musical or theatrical infrastructure projects from ending in 2014 to 2022 and expand the musical or theatrical activities that are eligible for tax credits to include production costs, etc.
House Bill 284 (HB284)– (Ortego) This is a huge one: Removes state hospitals from the authority of LSU and places them under the authority of human services districts of the state. Adds related human services duties for the Secretary of the Dept of Health and Hospitals. Establishes responsibilities for the human services districts to manage and run the hospitals, lists duties and powers, and lists accountability measures. Addresses the ability of these districts to incur debt and issue bonds. Lists which hospitals / medical centers transfer to which district. Lists provisions for the transfer. This bill is enormous and even it’s digest was several pages long.
House Bill 285 (HB285)- (Harris) Creates the Alexandria Urban Renewal Authority and establishes its board, power, and duties. This Authority is established in order to prevent the spread of slum, blighted and distressed areas.
House Bill 286 (HB286)– (Brossett) Removes the Secretary of State and Governor from the processes surrounding the nominating committee of the board of commissioners of the Southeast La. Flood Protection Authorities. New law would have the chair of the committee take responsibility for publishing notice of and dealing with vacancies.
House Bill 288 (HB288)- (Lebas) Adds 2 additional members (bringing it from 5 to 7 members) to the fire protection district board in the Evangeline Parish- The parish governing body will choose these two additional members.
House Bill 291 (HB291)– (Price) Makes some changes to how the board of the Dept. of Insurance’s Advisory Committee on Equal Opportunity is composed (Different nominating associations, establishing the deputy commissioner for minority affairs as the chair). Eliminates the requirement for senate confirmation for appointment to the board.
