Louisiana State House 2013 Session- HB 373-382

I am posting summaries of the Louisiana state bills in simple, easy to understand language.

This post covers House Bills 373- 382.

House Bill 373 (HB373)– (Franklin)  Creates a “Free and Accepted Mason” license plate.

House Bill 374 (HB374)– (Stokes) For insurers with a tax liability under $1 million, changes the schedule for their payments to the insurance commissioner from being quarterly to annually.

House Bill 375 (HB375)– (Hoffmann) Replaces the Childnet intervention program for special needs toddlers and infants with the EarlySteps childhood disability intervention program. Sets up the EarlySteps program and all the procedures surrounding it. Authorizes a fee system for participation in services of the program.

House Bill 376 (HB376)– (S. Bishop) Allows fees for mooring vessels in the Atchafalaya Delta WMA and specifies that those fees will be used for development, construction, maintenance, and dredging of the mooring sites in the Atchafalaya Delta WMA.

House Bill 377 (HB377)- (Leger) Requires the Dept of Revenue to establish a tax credit registry through which transfers, claims, and refunds of tax credits are tracked. Also requires the time within which the transfer of certain tax credits be reported to be 10 days rather than the current 30.

House Bill 378 (HB378)– (Leger) Increases the fees for the licensing of charter boat fishing guides as well as increasing the day fishing license cost for passengers on a charter fishing boat trip.

House Bill 379 (HB379)– (Ritchie) Repeals the corporate franchise tax as well as all provisions related to it.

House Bill 380 (HB380)– (Lambert) Changes laws disqualifying commercial motor vehicle drivers from being based on convictions for alcohol/drug impaired driving to being based on chemical tests in the course of an arrest rather than on convictions. So if a person gets arrested drunk driving but manages to get their case thrown out despite a chemical test showing they were drunk, it would still be able to effect their commercial motor vehicle license based on this bill.

House Bill 381 (HB381)– (W. Bishop) Prohibits seizing personal property of governmental employees to cover a judgement or settlement as long as those employees were acting within the course and scope of their employment.

House Bill 382 (HB382)– (Berthelot) Creates, establishes rules for, and sets up a system to govern a volunteer firefighter’s tuition reimbursement program which will provide tuition reimbursement to volunteer firefighters for attendance at a state public college, university, vocational, or technical school.
