Louisiana State House 2013 Session – HB 403-412

I am posting summaries of the Louisiana state bills in simple, easy to understand language.

This post covers House Bills 403- 412.

House Bill 403 (HB403)- (T . Burns)  Sets aside funds for a judgement in a DOTD case

House Bill 404 (HB404)- (Miller) Requires the St Charles Clerk of Court to perform the duties of the jury commission in the parish. Does not effect any other parishes.

House Bill 405 (HB405)- (Ritchie) Reduces the state tax on 1) the purchase, sale, use, consumption, distribution, storage for use or consumption, and the lease or rental of each item of tangible personal property and on 2) sale of services  from 2% to 1%

House Bill 406 (HB406)- (Gaines) Requires a sign saying “Warning – Ethanol gas may cause damage to marine engines and lawn equipment” on pumps that dispense gasoline containing ethanol.

House Bill 407 (HB407)– (Robideaux) This constitutional amendment requires legislation related to tax rebates may only enacted in odd numbered years.  It also  requires proposed legislation related to tax exemptions, exclusions, deductions, reductions, repeals, or credits to be pre-filed at least 45 days prior to the first day of a regular session.

House Bill 408 (HB408)– (Foil) Replaces the current Business Corporation Law with the Business Corporation Act which is modeled after the Model Business Corporations Act.

House Bill 409 (HB409)- (Johnson) Regulates contract carriers who transport railroad employees. Provides both relevant definitions and regulations (Such as requiring certain amounts of off duty time for certain amounts of drive time, listing violations which can disqualify a driver, etc.)

House Bill 410 (HB410)– (Talbot) Currently the Workers Compensation Second Injury Fund is set to end and this extends that timeline for ending by 5 years.

House Bill 411 (HB411)- (Price) This bill requires the adoption of the Part IV-Energy Conservation of the 2009 (or most recent edition) of the International Residential Code with updates as new editions are published and also  prohibits any state amendment that weakens the efficiency of said code.

House Bill 412 (HB412)– (Cox) Withdrawn- redefined school for the purposes of the Louisiana Smoke free air act
